Accountability na outorga e renovação de contratos de radiodifusão : aumenta a demanda por participação social

A outorga e renovação de concessão, permissão ou autorização de serviço de radiodifusão sonora e de sons e imagens é um conjunto de decisões políticas do Poder Público que está no cerne da questão ou da problematização da comunicação no Brasil. O modelo adotado no Brasil desde cedo concentrou o poder concedente no Executivo Federal. Além de não haver uma forte accountability institucional, a população não é consultada durante o processo e não há mecanismos estabelecidos de fiscalização e controle social sobre o serviço prestado. Esse estudo tem por finalidade oferecer elementos para que se fortaleça a accountability, notadamente a social, para o exame das concessões à luz dos capítulos da comunicação na Constituição Federal. Levanta-se, como hipótese, a possibilidade de que seja falsa a dicotomia participação social versus liberdade de manifestação e de imprensa. A excessiva centralização ou a falta de participação social na outorga e renovação conduz a uma associação entre o poder concedente e os concessionários, permissionários e autorizados na radiodifusão. Os mecanismos de accountability multiplicar-se-iam com o que é chamado aqui de popularização do poder concedente e do poder concedido. E desses mecanismos poderia se servir o poder público ao examinar a eficiência e a eficácia dos "proprietários" da radiodifusão.

A participação social na Política Nacional de Mobilidade Urbana: uma abordagem entre a elaboração e a formulação

A sociedade civil organizada tem buscado e conseguido ocupar espaços no seio do Estado para participar das políticas públicas. Com base em tal pressuposto, o presente trabalho foca a Política Nacional de Mobilidade Urbana com o objetivo de investigar se o desenho de política elaborado em conferências, com participação social de vários segmentos, foi efetivamente adotada pelo Estado quando de sua formulação.

Dirigentes de hospitais lucrativos e participação social : como a democrátização do setor saúde e percebida por dirigentes de hospitais lucrativos paulistanos contratados pelo SUS

investiga como dirigente de entidades hospitalares lucrativas, que prestam serviços ao Sistema Único de Saúde, percebem as alterações que estão havendo no setor da saúde. Para tanto, este estudo se serve de um referencial histórico que narra a construção de um modelo político- administrativo,ao longo dos anos de regime militar, e sua evolução propiciada pelo progresso de re-demogratização da sociedade brasileira nas décadas de 1970-80. As alterações do arcabouço jurídico brasileiro concretizado pelo reconhecimento da participação popular nas ações de saúde, conforme Constituição Federal, promulgada em 1988,e legislação complementar, bem commo Constituição Estadual e Lei orgânica municipal, respaldam esta investigação na busca de dados que permitam defeinir quais aspectos, implicados na referida trajetória democratizante, sensibilizam os dirigentes de hospitais lucrativos e, consequentemente motivam suas ações na condução dos serviços médicos-hospitalares em questão

Participação social no processo legislativo federal : um estudo da Comissão de Legislação Participativa (CLP), da Comissão de Direitos Humanos e Legislação Participativa (CDH) e da iniciativa popular de lei

Esta pesquisa tem como objetivo verificar se as Comissões de Legislação Participativa da Câmara dos Deputados e do Senado Federal facilitaram a participação social no processo legislativo frente ao tradicional instituto da Iniciativa Popular de lei. Essa investigação será pautada pelo estudo dogmático do processo legislativo federal; pela investigação de como a participação social está prescrita na Constituição Federal e nos Regimentos Internos das Casas do Legislativo, visando constatar como a participação política se implementa no processo de produção legislativa; ademais do estudo sobre a relação entre representação e participação. Para tanto, foi utilizada revisão bibliográfica, análise documental, levantamento de dados, estudo de caso e entrevistas. A pesquisa realizada permite afirmar que as Comissões facilitaram a participação social na produção legislativa no que se refere à eliminação de parte dos requisitos formais que a obstaculizavam via Iniciativa Popular; além de ampliar o rol dos tipos de proposições legislativas que a sociedade pode apresentar. Entretanto, esses novos mecanismos reproduziram limitações que a Iniciativa Popular apresenta, ademais de desconsiderar na sua estruturação elementos essenciais à consecução de um processo legislativo efetivamente participativo, os quais são contemplados pelo instituto tradicional, permitindo, então, afirmar que as Comissões são inovações institucionais limitadas frente ao instituto da Iniciativa Popular.

O legislativo vai à escola : as instituições políticas e o poder legislativo no âmbito da educação regular

Discute a participação política de jovens e a sua relação com a educação formal. Argumentando a favor de mais conhecimento e envolvimento dos jovens na política institucionalizada, busca analisar as oportunidades abertas pelas normativas da educação e pelas inovações produzidas nos legislativos do país para a inclusão, no contexto da educação escolar, da temática das instituições políticas e do Poder Legislativo.

Círculos ao invés de linhas: em busca de valores e princípios estruturantes da gestão social. Projeto juventude, participação e autonomia (Instituto Universidade Popular - UNIPOP)

The organizations are characterized as dynamic spaces, they are being revisited and redefined, because they constitute structural human spaces and new vain outlines won expression. As it begins, of the non consensus in its conception, it is explicit the complexity degree that is identified in the plurality and diversity, brought by the people that compose them, characterizing it as accomplishment space, of happiness and also of conflict, of relationships of power and organizational limits and from birth and burial of faiths, values, norms, symbols, knowledge and rituals, therefore, deeply human. In that way, to know the administration of the organization is preponderant condition for the format of the human relationships to be delineated in its living. Like this the work makes an option in knowing the social administration, this work tries to know and analyze the values and beginnings of the social administration; revealling characteristics and specificities of the organizational performance of UNIPOP that contribute to the formation of the conception of Social Administration, it tends as source of the information the managers of the institution; to identify the formative values of UNIPOP that contribute to the youths' partner-political action in the community, tends for reference the current students of the organization and last to evaluate values structurates and supporting that interconnection between the organizational Administration, formation youth's program, participation and autonomy and attendance, starting from the existences gained by the exits, of that program. This way, the research will be qualitative, looking for understanding starting from their documents, the existence of those values

The main issue in the research is how the process of configuration of public policies for rural youth in federal government has occurred. The methodology for this study used was qualitative research procedures were triggered participant observation, interviews and documentary analysis. During the research the actors, the formulated policies and rural youth category expressed during this process were highlighted
